Created focused Datapack folder and added index.html

Suggestion: formatting the lists in the tables in readme.md

Gave better visuals for the status of each point under the "Plan" heading

Added improved load confirmation message when the datapack loads

Implemented most of the basic folders that can be used in datapacks, which will be filled over time with tutorials and examples.
The first 3 areas of focus will be:
1) Functions
2) Advancements/Achievements
3) Tags

Gave the pack a temporary (digitally drawn) .png icon :)

Created loading confirmation message via functions and a root advancement that should load for a player almost instantly (via the "minecraft:tick" trigger)

Updated Overview README.md file to give a short glimpse at the upcoming project!

Changed licensing from MIT to Mozilla Public for the time being, although the repositary is kind of useless at the moment
