vp9: Avoid memcpy with null pointers

Avoid sending null pointer to memcpy as reported by Undefined Behaviour
Sanitizer. Replaces the std::memcpy calls in SpliceVectors with
std::copy calls. Opting to replace all the memcpy's with copy's.
