Add global enable/disable toggle and per-site control for time format conversion

- Implemented a global toggle to enable/disable the extension for all sites.
- Added per-site toggle functionality to selectively disable the extension.
- Updated privacy policy and README to reflect new features and improved privacy settings.
- Refactored popup and content scripts to support the new toggle functionality.
